Five years after the Gravity Falls Weirdmagudden incident, Bill comes back to life, thanks to a certain someone. Once he comes back and gets a grip of realisation, he seeks out revenge on the Pines family. Then realizes, realizing he couldn't float or teleport, looks down and sees human hands and feet. The price of coming back to life has turned him into a human form of him old self. Thus the Pines don't reconignize him, but point out similarities when they meet him in the Mystery Shack, even though Dipper knows its him. Bill, wanting to take advantage on not being known decides to go to the same high school as the Pines in an act of getting closer to them, to somehow break the whole Pines family one. That was the initial plan, until Mabel turned out to be more then he thought. Making the ex demon fall in love with her, but not wanting to admit it.
