As NERV was being raided the Human Instrumentality project was activated, it seemed as if humanity was going to be fused into one, until Shinji Ikari in his Eva Unit 01 stopped it and became a hero to the world. Almost 2 years later, and the new NERV organization became shocked at discovering that other countries now had Evangelions. But not just three like NERV had, but an army of them.
