After the fateful Agni Kai, Ozai didn't banish Prince Zuko. Instead, he told the world his son had died in a tragic accident. This meant that Ozai could continue treating him however he wanted, and no one was there to stop him. Eventually, Team Avatar defeats the Fire Lord, and they learn of Zuko's existence. They welcome him into their group, but they will have to earn his trust before he is comfortable around other people again. (I don't own cover)
