The Las Nevadas Mafia and the Syndicate were far from the best of friends. But, through a tangled web of corrupt police chiefs, blackmail, and an unaccounted murder, the new bosses of each group, Quackity and Wilbur, are forced to work together to keep both of their respective mobs out of prison. Sam is a vigilante that has the power to control water and that wants to become a hero but he is not allowed so he is trying to still be a hero in his own way. They meet each other when they come face to face during a fight and they find out that they have the same morals but what will they do about the people that have looking down at them?
