England, early 1800's there is a governor. Governor Bailey. He has been governor for twelve years and nobody dares stand up to him or he publicly executes them. There is one group of sneaky rebels that he or his guards cannot catch, they are the only ones who stand up against him and they want power themselves. They kill, they steal. They sre the Thieves Brotherhod. Citizens are afraid of both Governor Bailey and the Brotherhood for both are fighting for power.

Josh Minx has a normal life. He is 17, can drive a car, has a girlfriend and attends a rich, private school. His teachers, his fellow students and just about every other member of his community love him. All of this is about to change.
