Korea, Joseon era. In the provincial city of Wonju, Yang Min-seok's father disappears after being attacked by a monstrous beast, while conducting an investigation involving the governor. The young man tries to discover what happened to his father with the help of his best friend, Grand Prince Lee Tae-hyeon, and of Jeong Jae-eun, a witty noble woman. But as they slowly unveil the governor's wrong doings and come closer to the truth, they don't realize that a greater danger looms over their heads.
