(In this crossover The Doctor isn't a dragon, although he's on an original regeneration for narrative purposes.)

Moved to institute an unexpected alliance with the Spec Ops Division and The New World Leadership, he joins their campaign to restore human-Anthro balance. However, unforeseen enemies who seek to exterminate the Anthros emerge, which prompts John, the Spec Ops Division, and The New World Leadership, to take action to protect their alliance and accomplish their shared objective of peace between humans and the Anthros, eliminating whoever stands in the way of their objective.

It's been years since the collapse. Countless lives lost, history, and cultures forgotten to the horrors we live today.
