To stay with his supposed elder brother who is not dead or go back to the people who turned their backs on him. He picked the first choice. Now Tommy has to live with the fact that he and Tubbo may not be able to repair their friendship and that the country that he helped build is basically f*cked! But that is not the end of the story. Tommy is not deaf. Every seems to just assume that. He's not deaf, he's just selective mute. Highlight the selective part. When Tubbo and Ranboo, chaotic brothers who seem to be all over the place move to this new town and meet Tommy for the first time they decide that they're all going to be best friends.
