It was after the Cold War and right before America "killed" the ussr. The thing is though Country's can die it is possible you think. But it is not in a lot of cases like the Soviet Union. Russian empire is dead. And the Third Reich is to but not the Soviet Union. Even though everyone thought America killed The USSR which was multiple country's including Russia. He didn't.
