They use their power and popularity to get what they want. Endeavor uses Hawks as a punching bag and the hero agency refuses to do anything because it could destroy the people's belief in Heroes. When Hawks gets ordered to be a double agent he accepts the job. He accepts because of his hatred against Endeavor. He will become the avenging angel against the corrupt heroes. At first he thought Dabi had burned them beyond repair but his feathers were slowly coming back, taking their sweet time.
