Pacifica is forced (by her parents) to be Dipper's boyfriend so, they could take over the Mystery Shack. What Dipper and Pacifica thought was a fake relationship, turned into something much bigger then that. Never Too Late is set 4 years after weirdmegeddon, all the characters have grown up, and are matured. Dipper and Mabel has decided to stay in gravity falls for a couple more years, before leaving.
