The police want to send them to jail (duh) but nezu is like "AHHHHH hell nah!" and sends them to the new 'UA Villain Rehab program' where villains from ages 14-17 get to turn their life around and avoid jail! Izuku had always been a little... well... more than that, obsessed with killing things. He would spend his free time looking for small animals or bugs to kill. Even so, he wanted to be a hero.
