Like in all timelines Izuku is the first to fight Nine and quickly discovers that he has multiple quirks, and in his attempt for greater Power Nine attempts to steal One For All, not only does he fail like in all other timelines but this time Izuku gains a couple new toys from the in counter.

They valued quirks as if they are what determines where people stand in society and if you don't have a quirk you'd live a life full of torment, torture and just plain cruelty.
