Now that she's the queen of SeaWings she can FINALLY do what ever she needs without her friends getting in the way. And if they try anything it wouldn't hurt to put them in the dungeon, right? Clay made a promise to Tsunami a long time ago that he would always be her best friend no matter what. But it is hard to keep a promise like that when Tsunami has been constantly sending dragons to be executed. As time goes on Tsunami becomes worse and worse, to the point to where Clay can no longer ignore it and pretend everything's fine. But how can he stop Tsunami and be her friend at the same time?
