It doesn't help matters that his legs fuse together into a tail when he gets wet. It just means that he can't get away from his tormentors. When Zuko crashes into their village years later, he doesn't know what a water-kin is, but he does have second thoughts about facing down the startlingly attractive muscle-bound man standing in front of him.
