Though they can appear as human, the factor of their animal transformation made the government define them as "advanced" pets, meaning they were forced to put in adoption shops and sold off to strangers. Not all hybrids are against this lifestyle, as they are given a warm home and free food. It's especially great for Izuku, who was a reindeer hybrid that lived in the North Pole along with all of Santa's other hybrid reindeer. Although, Santa acted more as a Dad then a pet owner.
