The hedgehog was floating in a river and save by a Dr. Ivo Robotnik. He was searching for a surge of chaos energy that had popped up out of nowhere. The Doctor never knew he would find a hedgehog that had the same amount of energy of a chaos emerald yet alone a baby that is no more than a two full weeks old.
