Until Master Katara saw (Y/N)'s potential with her fighting techniques reflecting water-bending and her being caught watching young Korra's avatar training, she was partially taken care of. When (Y/N) turned 14 she moved to republic city and has stayed there ever since without any knowledge of how her old friend is doing.
