Because Vi refused to attack and would rather hang out with her new friend Caitlyn, (they do not know each other before the apocalypse started.) but soon one of them accidentally develops feelings for one another, of course they can't act upon their feelings, it would be wrong. Although Vi does have some urges to eat human flesh, despite her eating other human beings, she cannot eat Caitlyn. With her being a zombie and all she can't understand what she's feeling, if she were to kill Caitlyn she would miss the feeling of being cared and loved for. especially Caitlyn.
