There's bits of both. This story is really just about Bucky and Nat being cute together, and the mental healing process.

After graduating, Natalia was sent on a few missions with him, leading them both to choose something that made them feel human. They were punished for that, in different ways. Years later, Bucky Barnes admits to her that he remembers everything. But what exactly does that entail?

What if there was a reason Natasha couldn't remember Bucky and all of a sudden memories from past start coming back and new threats rekindle the avengers.

The Winter Soldier is getting used to working with the Avengers, and coming to terms with who he is and was. The Black Widow has made herself into who she needs to be, but an encounter with a ghost from her past brings back some memories that both of them had forgotten. Natasha should have known it was too much to expect her life to be normal (too many people know who she is now), but she's going to take a break from it all for a while.
