Six months ago, Fleur Harlow and Peeta Mellark did the impossible. They survived the 74th Hunger Games together, becoming the first two Victors in the history of Panem. Now they live in Victor's Village, their families finally safe from starvation and poverty. For the first time in years, the Harlows have money again. But victory comes with a price. As the Victory Tour approaches, Fleur realizes that winning the Games did not make her free. If anything, she finally understands Haymitch Abernathy more than she ever wanted to. Because Victors belong to the Capitol forever. Soon, Fleur and Peeta will mentor District 12's tributes for the first time during the 75th Hunger Games - a Quarter Quell. A Games designed to punish. A Games designed to remind Panem that nobody is beyond the Capitol's reach. But before the reaping can even begin, another twist is announced: The tributes for the Third Quarter Quell will be chosen from the existing pool of Victors. As the only living female Victor from District 12, Fleur's fate is sealed the moment the announcement is read. Now Fleur Harlow is being forced back into the arena. This time alongside either Peeta Mellark or Haymitch Abernathy. And unlike the last Games, every tribute entering the arena this year is already a Victor. Already a survivor. Already dangerous

Seventeen-year-old Rose Everdeen has spent her life protecting her younger sisters. Katniss is strong, capable. Prim is gentle, kind... and far too innocent for the world they live in. So when Prim's name is called at the 74th Hunger Games, Rose doesn't hesitate. She volunteers. Thrown into the Capitol alongside her district partner, sixteen-year-old Peeta Mellark-a boy she's always found... intriguing-Rose must prepare for a fight where survival means killing everyone else. Including him. But the arena isn't the only battlefield. With cameras watching her every move and the Capitol hungry for a story, Rose must decide who she can trust... and how far she's willing to go to make it home. Even if it means losing herself. Disclaimer: The plot closely follows the first book, with changes to explore how Rose's presence affects the story. I do not own The Hunger Games or its characters-they belong to Suzanne Collins. I only own Rose Everdeen. This is a fan work created for entertainment purposes only.

Sixteen-year-old Fleur Harlow has never fit neatly into District 12's merchant class. Her father, Derrick Harlow, owns the butcher shop in town, but that doesn't mean the Harlows live comfortably. Most of the meat sold behind the counter is far too valuable to keep for themselves, and unless Fleur brings something home from the woods, dinner is often as thin as anyone else's in District 12. So at twelve years old, Fleur learned to hunt. Now she slips through the trees beside Katniss Everdeen and Gale Hawthorne as naturally as breathing, bow in hand and boots coated in forest mud. In the woods, titles like merchant and Seam stop mattering. Out there, survival is the only thing that counts. Still, Fleur walks between two different worlds. Her mother, Charlotte Auburn Baird, was born among the Covey - a once-travelling group known for music, storytelling, and wandering from place to place before the Peacekeepers forced them to settle in District 12. Raised in the Seam, Charlotte carried those songs and stories with her even after marrying Derrick and moving to the merchant side of town. Fleur inherited pieces of both her parents: the merchant name, the Seam instincts, and the restless Covey spirit that never quite learned how to stay still. But none of that matters on Reaping Day. Not when her little sister Etta stands trembling with the twelve-year-olds for the very first time. Not when Fleur's own name sits in the reaping bowl twenty times after years of taking tesserae to help feed her family. And not when the Seventy-Fourth Hunger Games are about to begin.
