The Government Investigative Ward claims Phantom destroyed Amity Park. Batman is sent to capture the dangerous ghost responsible for hundreds of deaths. Instead, he finds a terrified teenager who mistakes every outstretched hand for another trip back to the operating table. Meanwhile, Red Hood stumbles across the same mysterious kid bleeding out in a Gotham alley. Something about the government's story doesn't add up.
