In the year 3017, Teruki Kosuka wakes up in a hospital bed with not a single memory of his past. Stranger still, he seems to have been in a coma for 1,096 days, 3 years exactly. Then there's the day, April 15th, a mysterious day which seems to be the date he became comatose, the day he woke up, and the day of his birthday all at once. Even more horrifying is that his mind blots out anything about what happened to him. Memories are obscured by pixelated censors, and sounds are replaced by awful screeching that makes his head feel like it's splitting open.
Feeling hollow and empty inside, he wanders the streets, coming into contact with an old friend that he can't remember. He joins this friend, and the 7th Department of SCIB, a government-funded sect dedicated to bringing down the most dangerous criminals, who use their supernatural powers called 'Links,' to perpetrate crime all around New Kyoto's Northern District. He joins in hopes of recovering the truth about himself, and whatever dark secrets his past may be hiding.
With time, he encounters the most destroyed individuals, first is a girl who believes she is unwanted by the world, then there's a nighttime stalking back-alley assassin?! There's even a psychotic little boy raised by the country's most infamous serial killer! With each encounter, he gets closer to the truth, but as he does so, is slowly threatened by a darkness that wants to eat him alive from within his own mind. From underground illegal fight clubs to stopping plots involving government conspiracy, this boy just cannot catch a break.
Meanwhile, a boy who looks just like him, and similarly has no memories of his past, is taken in by a man named Joushirou Iyaragi, and given the name Zero. During his days in the Topaz Battalion of dark side syndicate, J.O.I., Zero and his friends may uncover secrets darker than he ever could have expected. What will happen when the boy turns on his master, and refuses to follow him any longer?!
