Amber, a determined cat from Catopia, graduates at the top of the Animalopolis Police Academy and pairs up with Joseph Basset-Hound. Their first case against nut thieves causes mass destruction, leading Chief Stripes to suspend them and send them to partner therapy. Under Dr. Maple, they learn to trust each other. Soon, a dangerous threat emerges: The Shadow Paw steals the Golden Citizen trophy and the Magnus Tapestry. After the duo's prank replaces Chief Stripes with Chief Onca, Amber and Joseph mature, follow leads to the Mountain District, and track the thief to a newly arrived circus. They anticipate the heist of a golden acrobat statue and set a police trap, but The Shadow Paw triggers a piercing sound blast to disorient the crowd. Wearing noise-canceling headphones, the thief steals the statue and escapes in a van. After a failed high-speed motorcycle chase, Amber and Joseph grow suspicious of Chief Onca's insider knowledge. They launch a nighttime stakeout at the chief's house and sneak inside his basement. While uncovering investigative files and maps charting the thefts, the chief returns. They use mini-grapplers to hide on the ceiling and observe Chief Onca studying a massive case board. Joseph notices a torn rubber glove on the exhausted chief that matches a scrap of fabric they found in the driveway. Realizing Chief Onca's obsessive focus is legitimate police work and that he is entirely innocent, the partners escape into the night with a deeper mystery on their hands.
