The population is unjustly zoned into 38 Divisions according to wealth, power and social stature with Division 1 being the richest and Division 38 being the most marginalized. Aside from strict rules imposed by government officials, boys and girls who reach the age of eighteen are expected to follow the path destined to them by The Control.
