His attacks keep getting more and more violent, until Hope realizes she can't expect the superheroes to save Silver City any longer. It's her turn to fight back. But nothing in Silver City is black or white. Volt may not be the villain the media makes him out to be, and when Hope discovers his secret, she doesn't know who's truly at fault in her city.
