After the government raises the taxes to the extreme in order to pay off their own debts, the people of the United States riot against the government. This leads to the break down of the entire country. Ten years after the government contained it's citizens, 17 year old Jade and her 12 year old sister Marley, are living in the woods, watching over the city. Later, Jade becomes the leader of a rebellious group known as the dagger society and works towards bringing peace to a restless nation.

On her seventh birthday, Nellie Moore discovers that she is something called a shifter. Shifters can turn in to one animal along with being human. Nellie's animal is a tiger. Before Nellie, the world had never heard of a shifter. They were afraid of her and we're all to happy when Nellie was taken by the government for "scientific reasons." Nellie has never hurt anyone, and wants nothing but to get out of this prison, and prove to the world that she is good.
