In a post-apocalyptic Philippines, where people could control the elements, a girl who puts everyone before herself, a boy who doesn't give a damn about everybody else, a girl who always did her missions perfectly, and a boy who always followed her teams up to save their kind. A thousand miles above the beaches of La Union, Eco's mission is failing. Left with no other choice, she leaves her friends behind to save herself and heads back to land. Nathaniel has been running away all his life - from landlords, yes, but also from the venquaris who killed his father. He meets and saves Eco, and was about to escape again, when they both realized they have to go back to the Promontory - the original house of venquaris like them, biologically-altered weapons of war that can manipulate the elements. They go back-- each with their own purpose. Her encounter left her wounded with a terrible ability to drastically change her body temperature and the temperature of the world around her. Now she's the test subject of a man's illegal science experiment. Amaia wants her freedom just as much, if not more than her revenge on the Siren-Listener who gave her her powers. Delve into the world of The Harbor as Amaia seeks freedom and revenge, Ari seeks justice for his brother, and Jyn recounts her treacherous past, all while avoiding Siren waters and capture for her skills as a Siren-Listener.
