He had left his clone in the parallel universe with her so she could have a happy life with "him", the other him, till the rest of her life. He never did that with any of his past companions. Their love is a kind of undying love, even on his new incarnation, Eleventh Doctor never forgets about Rose, and never stops loving her. She was always a part of his soul and his hearts.
