The great Faction Island has been turned into the new Capitol, and the old Capitol of Panem has been inherited by Faction Island officials and renamed the Summit. The Divergent Games have been created to continue to teach the new and original citizens of Panem that even with this new way of culture, they are still unable to stand up against the strength of the Capitol.
