Lets just say the government is shit. A few years ago they came up with the idea that all crime being legal for a day was the best way for everyone to purge the hatred out of themselves. Since then they have revised it to lasting a week to a month and now it lasts for 3 months. What used to be June-August is now the deadliest months out of the year. Sure most people do not care about purging after the first week but some do. Those who cared, decided to create gangs: The Titans, The Survey Corps, The M.P., and The Garrison. (Hello all!
