Strays were becoming a major problem in the United States, crowding the new cities and leaving waste everywhere. There were too many diseased ridden dogs in the streets, too many in the shelter, and more than anyone could adopt. To diminish these numbers cyberlife created dogs like Dabria, to kill these dogs and fix the overpopulation.
