Ciara Levante is known as 'The Useless' in the Etnavel Top Agency in Ameria, the ETAA. Why? Quite simple. The title explains it all. She fails in all the missions she's been given getting everyone to continue wondering whys she's still there. They all compare her to the mysterious agent who is the complete opposite of her called 'The Unknown'. The best agent the agency has ever seen. Always succeeding in the missions given, she's the top gossip of the agency. Well, the same goes with Ciara, but in a negative way. These two are so different in their ranks, but still they're still so alike. Like they're one and the same.
