In the early days of Doctor Who, companions were typically young girls in their teens and the Doctor had a more parental role than in recent series. Back in the 60s it was not uncommon for high spirited teens to be threatened with a spanking and not unknown for them to get one. At least twice, spankings were threatened on the Tardis and may in fact have been delivered, although off camera.
