Steve and Loki have their late night encounters with them just teasing each other, but when Steve starts to have feelings for him, he knows he can't keep hiding them. There is also like a hint of Steve and Tony too but its one sided.

Captain Rogers didn't expect to find Loki, all wounded up and unconscious and completely defenseless lying limply on the floor, when he broke down HYDRA secret hideout. He didn't expect to take the God of Mischief home, under his care and protection, instead of turning him in to SHIELD like he knew he should.
