Lucy Heartfilia is part of the Fiore Police Association, or also known as FPA. There are seven groups. Fairy Tail, Sabertooth, Lamia Scale, Blue Pegasus, Mermaid Heel, Crime Sorciere, and Quatro Cerberus. Fairy Tail, the best group out of the seven.
