Clove volunteers for The Hunger Games because she thinks they might repair her. Clove has been abused by her father, neglected by her mother, ignored by her friends because she has none, and can't remember the last time she smiled. He can be fierce and merciless but when he is not training he is kind and sweet. Most people can't imagine him killing another person. He couldn't bring himself to do that. District 2 is not really what they appear to be. They are not fearless, they are told to hide their fear.
