A small number can make a big difference. Especially with people. Two people have made countless people's lives a tragedy, and they didn't care at all. They've bullied, teased and tormented everyone they've come in contact to, to the point of causing illegal actions and even death. That's probably why it wasn't a surprise people were relieved at what they found in the garden. In fact, everyone was relieved. Nobody cared enough to be sad, nobody.
