In this futuristic retelling of Beauty and the Beast, Bo is the leader of a group of refugees with no homes to return to. It is the time after a great war between the inhabitants of earth and creatures from another planet. Now the humans rely on scavenging the war-torn remains of the blast zones to keep themselves alive. When Bo's father is late returning from a hunt, she knows something has gone wrong. Fearing that he might have taken her request to bring back a now-extinct rose seriously, Bo sets off to find him in the Dead Woods. Only, when she does find her father, she also finds an enemy that was thought to have left the planet long ago. Bo is forced to choose between her freedom or her father, her refugees or a creature she wants to kill with every fiber of her being.

They stumble across a town where something is wrong; the people are nice...too nice. There are rumors that the three hear during their stay that tell them once you leave, you can never come back. However, you cannot stay for too long or the people's ways will stick to you too. Ryan can't help but feel like there's something the people aren't telling them. Something they're hiding. It isn't until she goes out on her own in the woods that she discovers the reason why nobody will say anything.

Their ranks are made up of villains and bad-guys, and they are seen as scum by the tight-fisted Militia who patrol the city. Not one to shy away from outcasts, Bo joins their ranks in order to get closer to finding Adam. It is while she is getting to know the ways of the Forlorn that she learns of the dastardly Militia leader Clayton's illegal activities as he sells slaves to an insane cult-leader and terrorizes the small settlements outside of the city borders. Though the Forlorn are broken people with dark pasts, Bo determines to throw her lot in with theirs. Together, they will fight the corrupt Militia, protect those who need it, and perhaps Bo may even find her lost love in the process.

The novel depicts the plight of the French peasantry demoralized by the French aristocracy in the years leading up to the revolution, the corresponding brutality demonstrated by the revolutionaries toward the former aristocrats in the early years of the revolution, and many unflattering social parallels with life in London during the same time period. It follows the lives of several protagonists through these events. The most notable are Charles Darnay and Sydney Carton. Darnay is a former French aristocrat who falls victim to the indiscriminate wrath of the revolution despite his virtuous nature, and Carton is a dissipated English barrister who endeavors to redeem his ill-spent life out of his unrequited love for Darnay's wife. The convict scares Pip into stealing food and a file to grind away his shackles, from the home he shares with his abusive older sister and her kind, passive husband Joe Gargery, a blacksmith. The next day, soldiers recapture the convict while he is engaged in a fight with another convict; the two are returned to the prison ships from which they escaped...
