When she was four years old, Penny summers was moved to a small home in England under the witness protection program. But after she witnesses the murder of the prime minister of Canada during a vacation, she is taken in by a government agent, Wesley Fletcher.
It's not until she meets Juliet, a young girl with a similar story, that she feels real family again, but the two are torn apart just as they begin to understand each other. Meanwhile, Wes deals with his own grievances.
