All of the governments across the world have only ever agreed on one thing. To rid the world of Recalcitrants. This agreement was signed two years ago, and was known as the "treaty of none". It states that all Recalcitrants should be captured and sent to the unused American prison for the unknown, Area 51. Each country assigned one person to be a "finder", a person to hunt down and send away all Recalcitrants from their nation. Agent Q, Canada's finder, was 14 when the treaty of none was signed. Since he started, there has only one blood test shown to have Recalcitrant blood, that of Samuel Ward, but he escaped.
