Francis has little less than shoulder length blond wavy hair and crystal blue eyes. These two boys are often considered "frememies". When Arthur hears that the French government has signed a peace treaty that gives Italy and Nazi Germany control over more than half of their country's territory, he rushes to locate Francis. They changed into their human forms and explore the city for their own personal reason. They agreed to meet in week at the Big Ben. They went their separate ways.
