Lord Hokage knows of a girl, a young, adorable, incredibly sadistic girl. This girl is in the Asylum For Dangerous Patients, yet he lets her out. He enrolls her in the Academy, allows her weapons, and puts her under the care of Kakashi Hatake. Lord Hokage's reasons are questioned, yet not revealed. But don't you doubt him, because Lord Hokage has got a plan. And that plan will later become clear.
