He gives them to quirkless people, who tend to become villains. And if he cannot find quirkless villains he just expels them by focusing them into one thing most likely drops of blood or hair and sells them on the black market. --------• In this book Shinso will be in 1-A. Kageyama hasn't really been paying much attention to his small boyfriend. In the end he will end up regretting it.
