It is normal, that everytime Izaya goes to Ikebukoro it won't take long for Shizuo to appear. And after this they will start their hunting game. Izaya is mostly in Ikebukoro because of his work, but also because he loves it to piss of Shizuo. That's something he already enjoyed since high school.
