Naruto is neglected by his father because he has the nine tails sealed within him. His father believes that his manipulative sister, Mito, is neglected because her brother is as she says is "Special" and gets all of the villages attention. However the only attention Naruto gets is the villages hatred and abuse. His mother loves him but she is responsible for teaching Mito her famous 'chakra chains' to control the nine tails if he gets loose so she has little to no time to spend with her only son.
