The twin dragon-sisters Kyris and Tia have been together since they were first hatched. Since their hatching, the dragon-slaying team known as the Bloodscales, led by famous dragon-slayer Ivan Bloodscale, have been hunting them, forcing them to try to blend in with the rest of human society. The Bloodscales have found the Claw of Fate, an ancient relic that could be used to decide what ultimately happens to anyone that the possessor selects.
