At the end of S2 E2 "Gasoline Drum", Jubilee was shot dead by Kamille (Kamile is already in prison for life) and Rudi and Ela are placed in foster care, and Street and Chris immediately pulls them out and into their care slowly teaching them English and enrolling them in public school despite them only being best friends and Street being on S.W.A.T. at the time with Ella seeing him as a father figure and Rudi immediately trusting Chris and clinging to her side 24/7.
