In an attempt to return to heaven, the cherubs create the "anti-baddie" serum capable of turning a demon into a celestial. Wanting to convert a powerful demon and break him into goodness, they find Asmodeus who is exactly what they are looking for. The bigger the demon they convert, the more chance they will have of being accepted back into heaven...right?
