After collecting his thoughts and placing the blame on himself for not being strong to be strong enough and blamed those who didn't want to help him because of the law. At that time the law seemed to be against him, like his friends. Those laws were supposed to help the weak, like him, instead, they kept him from receiving that help because it said so. Why do heroes need such laws that stopped them from helping others? He hated those laws. Izuku is a hero, just a hero who brakes the rules to save others, he didn't have anything from holding him back. No one can be weak, like him.
